AFSCME reaches agreement with DPA

On September 27 and 29, 2011, your Meet and Confer team (Cynthia McCabe, CA Men’s Colony, Liz Johnson, CA Institution for Men, Sheila Dickson, San Quentin State Prison and Mal Holland, RJ Donovan Correctional Facility) along with AFSCME 2620 Business Agents met with Department of Personnel to review and negotiate DPA’s proposal for a process to manage the pending CDCR realignment, as mandated by AB 109 the intention of this agreement is to mitigate the potential layoffs and expedite filling the vacant positions statewide in CDCR.
The highlights of this agreement include:

Creation of a voluntary transfer process and award based on statewide seniority scores for those impacted by the layoffs.

Establishment of a Per Diem and ATO time for both voluntary and involuntary transfers.

There will be no interviews or probationary periods for those involved in the Voluntary, Involuntary Transfer Process, Redirection, or Demotion if the employee has served in the same classification in the past.

This realignment agreement only applies to those impacted by AB109.
