INDIVIDUAL DEVELOPMENT PLAN

FOR

STEPHEN W. MAYBERG, Ph. D.

Director, California Department of Mental Health

 

 

The Governor has given Stephan W. Mayberg, Ph. D., Director of the California Department of Mental Health a 23.38 % salary increase. His current annual salary of $133,732 will be increased to $165,000.

 

Dr. Mayberg was appointed Director in February 1993. According to the Director’s Page on the Department of Mental Health website, www.dmh.cahwnet.gov , “Dr. Mayberg has made performance outcomes (emphasis added) a priority in every aspect of service delivery and provision of care.”

 

In 1998 Dr. Mayberg adopted a Strategic Plan that, “articulates the department’s direction for the future of public mental health services in the State of California.” The plan’s Mission Statement says the Mission is, “accomplished by advocacy, education, innovation, outreach, understanding, oversight, monitoring, quality improvement, and the provision of direct services.”

 

The Department of Mental Health is at a critical juncture for its future. On May 2, 2006 the Department settlement the United States Department of Justice and signed the five year Consent Judgment. Is Dr. Mayberg leading the Department on the correct course? What has been his performance during his tenure of fourteen (14) years, during the past nine (9) years since the implementation of the Strategic Plan, and during the past ten (10) months since entering into the Consent Judgment?

 

Does Dr. Mayberg’s performance justify at 23.38% salary increase?

 

The Leadership of AFSCME Local 2620 believes that Dr. Mayberg should be held to at least the same standards of performance as that as our members are held. We further believe that accountability begins at the top. Severe staffing shortages, patient deaths, public safety and a $300 million “bookkeeping error” cannot and shall not be taken lightly. Too much is at stake.

 

Therefore the Executive Board of AFSCME Local 2620 is asking every member who works in the Department of Mental Health to complete the attached Individual Development Plan of Stephen W. Mayberg, Ph. D. Director, California Department of Mental Health. The findings of your Performance Objectives will be submitted to Dr. Mayberg, the Legislature and to the Governor.
